This was very similar to my Cub uniform (1970's) but I think our shorts were a bit longer! In our Pack we were allowed (encouraged?) go nude at camp if we wanted to, but we were definatly NOT allowed to wear any clothes when we were playing in or near water, very occasionally one of the boys would want to wear trunks but Akela preferred us all to swim naked.

My shorts was that short and we also went nude at camp in fact two boys used to share a sleeping bag nude
