It's not apathy or indifference. In America, at least, there's something called probable cause. Accusations do not meet that standard for most crimes. Honestly, in the modern days and the days of #MeToo, this is rare. Most of the time it is everybody that gets accused gets convicted. We now live in a society where if you have sex with someone, you should record it so you can prove the accuser willingly consented.
