I am a little surprised, Germany has a reputation for being strict at school, the same as the UK. When I was at high school, the cane was still being used (only on boys, by the Headmaster and for serious offences). It was phased out in my last year. Girls were only caned at private schools by women.

It was a very long time ago that anything in Germany was strict. We usually observe all the rules strictly, yes. But if someone doesn't, no one cares anymore. Not with adults, not with children... Everyone can do or not do what they want here - without any consequences.

This will make me sound as ancient as I now am, but it is a real shame that such treatment was banned. There is a huge difference between punishment (the short sharp shock) discipline and violence. Using the cane is not a violation of human rights in school and home. The results of careless upbringing are clearer every year. There need to be such consequences again.
