I do not think so. That belly has an extreme amount of body fat and a fat meter would definitely show obesity, possibly extreme abdominal obesity

We are talking about the boy in the middle, aren’t we? I think that the boy on the left is much fatter, with much rounder hips. Boy in the middle has not much fat on his hips and his lower back. Of course, he has a cute chubby tummy, but I think that it is so round on this picture because of a lower diaphragm and relaxed abdominal muscles.
