Yeah, I totally agree. I mean, come on! Their chests aren't any different from the boys. I personally think that the only time they start wearing a top is when their breasts start budding or at least they already have a fully developed chest

This is the way it was in Italy when I was spending all my summers there. In some places on the "Côte d’Azur" they didn't wear tops even after they started developing. I don't know how much it's changed in the last 20 years.

In most of the world, they do. Three of the first four successful American colonies were populated by fundamentalist religious refugees, and they dictated the cultural norms that the USA inherited. Even in some of the USA, they had equal rights up until the '60s or '70s.
