Yes I agree boys need to be disciplined. Cane the back of his legs so that his mates see the marks and know they will get the same if they step out of line.

I wore shorts going to school to age 13 and at home to age 15,my dad always left red marks on my legs when I did wrong and sometimes spanked by bare bottom may of being embarrassing but it worked.
